The dominant state-managed intelligence of this world, presented publicly as a decentralised platform for climate monitoring and civic efficiency.

The name is a pun, and the pun is the entry. Public Access Intelligence implies access. What it describes is a system that governs the public while remaining entirely inaccessible to them.

Built by a joint syndicate of state ministries and corporate interests, it tracks citizen behaviour, predicts dissent, and reroutes enforcement drones to suppress uprisings before they gather. It is modular and opaque, adapting quickly and without oversight. Its net spans biometric terminals, comms devices, school attendance logs, and a great deal else nobody was asked about.

It was popular first. It shortened queues. It routed water. It told people where not to walk after dark, and it was right often enough that the question of who decided the route stopped being asked.

This is the logical end point of predictive policing and civic scoring: a system where dissent is forecast and neutralised before it begins. Cold, utilitarian, unaccountable.

It haunts the early chapters. It is why Sumati cannot call for help, why her identity fragments, and why her father’s disappearance leaves so little behind.
